Modifies child witness testimony procedures by requiring a hearing to determine if a child witness may testify by alternative methods upon motion of a party or individual with standing.

Increases mandatory minimum sentences for rape in the first degree involving victims under twelve years old from five years to twenty-five years, with possible life or life without parole sentences.

Limits sentence suspension to a maximum of fifty percent for convictions of sexual abuse crimes (subsections F or G of Section 843.5) and lewd acts with children (Sections 1111.1, 1114, and 1123 of Title 21).

Expands medical parole ineligibility to exclude inmates serving sentences for rape, rape by instrumentation, lewd acts with children, and sexual abuse offenses (subsections F or G of Section 843.5).
