Amends 45 O.S. 2001, Section 1 to modify the Oklahoma Mining Commission from having members with staggered initial terms to all serving seven-year terms.

Requires Commission membership to include nine specific positions: one each from engineering/geology, labor safety, agriculture, transportation, economic development, utilities, natural resources, and water resources; plus one at-large member.

Adds requirement for one Commission member to be knowledgeable in statewide water resources, unaffiliated with mining interests, from an area affected by hard rock mining over a sole source aquifer.

Specifies that the next at-large vacancy on the Commission shall be filled by a person meeting the new water resources requirement.

Becomes effective November 1, 2010.
