Amends Section 471.6 of Title 22 O.S. to clarify that when a drug court judge enters a stay against a Department of Public Safety order suspending or revoking an offender's driving privileges, the time period set by the Department for the suspension or revocation continues to run during the stay.

Allows drug court judges to stay driver license suspension, revocation, cancellation, or denial actions if the offender has no other means of transportation available, subject to the offender having valid insurance and being eligible for licensure.

Maintains existing drug court program requirements including treatment plans, plea agreements, cost and fee structures, and program participation terms (6-24 months active treatment plus 6-12 months supervision).

Effective date: November 1, 2010.
