Amends Oklahoma criminal procedure law (22 O.S. 2001, Section 1175.1) to add definitions related to competency determinations for persons arrested or charged with crimes.

Defines "competent" and "incompetent" as a person's present ability or inability to understand charges and proceedings and effectively assist in their own defense.

Adds definition of "dangerous" as a person posing substantial risk of harm to self or others as defined in Title 43A of Oklahoma Statutes.

Expands definition of "person" to include children alleged to be delinquent or juvenile offenders as defined in Title 10A of Oklahoma Statutes for purposes of competency determinations.

Becomes effective November 1, 2010.
