Amends 34 O.S. Section 9 to clarify language requirements for ballot titles used in initiative and referendum procedures.

Modifies ballot title requirements to state that titles "shall" (rather than "shall not") comply with specific standards, including not exceeding 200 words, explaining effects in basic language, and maintaining eighth-grade reading level.

Requires ballot titles to avoid professional jargon unfamiliar to average citizens, remain impartial without arguments for or against measures, and clearly indicate that "yes" votes support the proposition and "no" votes oppose it.

Establishes procedures for Attorney General review of ballot titles within specified timeframes (5-15 business days) for both legislative measures and initiative/referendum petitions, with provisions for appeals to the Supreme Court.

Takes effect November 1, 2010.
