Eliminates designated smoking rooms in state, county, and city buildings; prohibits smoking within 25 feet of building entrances and exits.

Extends deadline for restaurant smoking room compliance from March 1, 2006 to September 1, 2012; prohibits new restaurants from adding smoking rooms after September 1, 2010.

Adds definition of "cigar bars" as establishments deriving 80% of gross receipts from alcoholic beverages and tobacco products, with specified ventilation and containment requirements for smoking lounges within multi-use buildings.

Repeals existing exemptions for stand-alone bars and stand-alone taverns; creates limited exemption for cigar bars with strict air handling and negative pressure requirements.

Becomes effective July 1, 2010 with emergency clause for immediate implementation regarding public health and safety.
