Amends 63 O.S. 2001, Section 1-510 to require physicians, midwives, and other healthcare providers attending childbirth to ensure treatment of newborn infant eyes with a prophylactic ophthalmic agent recommended by the Centers for Disease Control and Prevention to prevent ophthalmia neonatorum.

Allows parents or legal guardians to refuse prophylactic eye treatment on religious grounds or when they deem it in the child's best interest, with the refusal documented in the infant's medical file.

Directs the State Board of Health to promulgate rules necessary to implement the eye care requirements for newborns.

Repeals 63 O.S. 2001, Sections 1-511, 1-512, 1-513, and 1-514 relating to obsolete newborn eye care provisions.

Effective date is November 1, 2010.
