Amends Section 230.77 of Oklahoma Statutes to clarify the Temporary Assistance for Needy Families (TANF) Program service delivery system

Establishes a voucher redemption system allowing TANF recipients to access services from private faith-based providers and federally recognized Indian tribes if services are effective and competitively priced

Vouchers cover TANF services including employment assistance, job training, substance abuse treatment, literacy education, vocational programs, and child care

Requires the Department of Human Services to establish a registration procedure for qualified private faith-based providers seeking to serve TANF recipients

Directs the Commission for Human Services to promulgate rules implementing the act; effective date November 1, 2010
