Amends 43A O.S. 2001, Section 2-103 to modify the Board of Mental Health and Substance Abuse Services from 9 to 11 members appointed by the Governor with Senate consent.

Adds two new citizen member positions to the board, with at least one required to be a current or former consumer of mental health services.

Removes outdated language specifying initial appointment term end dates (December 31, 2002, 2004, and 2006) for substance abuse recovery members.

Maintains existing requirements for physician, psychiatrist, attorney, psychologist, and substance abuse recovery specialist representation on the board.

Becomes effective November 1, 2010.
