Changes the definition of "electronic medical record" (EMR) to "electronic health record" (EHR) and expands scope to include multiple health care settings instead of single organizations.

Adds four new duties to the Health Information Infrastructure Advisory Board, including developing strategies for electronic health record incentive payments under the American Recovery and Reinvestment Act of 2009 and administering a loan program for health information exchange adoption.

Establishes the Oklahoma Health Care Authority as a hub for health information exchange between state health agencies through interagency agreements ensuring confidentiality, funding, and data compatibility.

Specifies advisory board composition of 10 members appointed by directors from nine state agencies including Health Care Authority, Department of Health, Mental Health, Human Services, and others, with voting power given equally by agency.

Effective date set for November 1, 2010.
