Establishes that Oklahoma school years must begin during the last full week in August, with actual classroom instruction and school in session beginning at that time.

Maintains existing requirements for schools to be in session for either 180 days or 1,080 hours per year (if district adopts school-hours policy and notifies State Board of Education by September 15).

Allows school districts to close during inclement weather and count instructional hours completed before closure toward the 1,080-hour requirement.

Effective date: November 1, 2010.
