Creates the Task Force on Solutions to Poverty, effective until November 30, 2011, to investigate poverty reduction strategies and recommend public policies addressing systemic causes of poverty in Oklahoma.

Task force composed of 9 members: 3 appointed by Senate President Pro Tempore, 3 by House Speaker, and 3 by Governor, representing relevant state agencies, health authorities, educational institutions, and workforce development.

Task force shall identify and monitor resources for poverty elimination, research successful poverty reduction programs in other regions, recommend policy solutions, and promote statewide public discussion on justice and social concerns.

Members serve at pleasure of appointing authorities with no compensation but receive travel reimbursement; Department of Human Services provides staff support.

Task force must submit findings and legislative recommendations to legislative leaders and Governor by November 30, 2011; bill takes effect July 1, 2010, with emergency clause declared.
