Establishes a formal review process for construction project plans and specifications by the Construction Industries Board to ensure compliance with plumbing, electrical, and mechanical installation codes.

Requires the Board to complete plan reviews within 14 calendar days of receiving a completed application accompanied by plans, specifications, and a review fee not to exceed $200.

Makes plan submission for Board review voluntary and requires the Board to return reviewed plans with documentation of either approval or required modifications.

Modifies the definition of "electrical construction work" in the Electrical License Act to reference the National Electrical Code standards under Oklahoma Administrative Code 158:40-1-4 instead of the 2002 edition specifically.

Becomes effective July 1, 2010, with an emergency clause allowing immediate effect upon passage and approval.
