Creates the State Construction Project Registry (SCPR), an online data system for tracking construction projects, notices, and parties involved in construction work across Oklahoma

Requires the Construction Industries Board, Administrative Office of the Courts, and County Clerks to develop and maintain the centralized SCPR system, subject to appropriated funding

Allows general contractors, subcontractors, owners, and lenders to file preliminary lien notices and Notices of Commencement/Completion through the SCPR to protect payment rights and keep stakeholders informed

Establishes that filing preliminary notices through SCPR is optional but recommended, and provides access to registered parties including attorneys, lenders, title companies, owners, subcontractors, general contractors, and materials suppliers

Takes effect July 1, 2010, and declares an emergency to ensure immediate implementation for preservation of public peace, health, and safety
