Amends Oklahoma law regarding confidentiality of mental health and substance abuse treatment information to clarify existing protections and add new requirements for authorized disclosures.

Requires valid written releases for disclosure of mental health records to include specific elements including communicable disease notifications and confidentiality warnings regarding redisclosure of substance abuse information compliant with state and federal law.

Defines defects that render a release invalid, including expired authorization, incomplete information, known revocation, or false material information, and specifies conditions under which releases cannot be revoked.

Establishes 16 exceptions permitting disclosure without patient authorization including law enforcement communications, child abuse reporting, medical emergencies, research, and organ procurement, with restrictions on identifying substance abuse treatment recipients in certain circumstances.

Effective November 1, 2010.
