Amends Oklahoma Statute 47 O.S. 2001, Section 954 to clarify that the Department of Public Safety enforces wrecker and towing service regulations for licensed operators in the state.

Grants peace officers of political subdivisions authority to detain and arrest any person operating a wrecker or tow truck without a valid state-issued license.

Requires wrecker or tow truck operators, when stopped by officers with reasonable belief of unlicensed operation, to produce documentation proving authority to tow vehicles and possession of a valid license.

Violations for operating without a license are punishable under Section 958 of the same title.

Effective date is July 1, 2010, with an emergency clause allowing immediate effect upon passage and approval.
