Establishes the Oklahoma Deposit Beverage Container Recycling Act requiring deposits on beverage containers made of glass, plastic, or aluminum holding beer, soft drinks, water, tea, coffee, and other specified beverages.

Imposes a container recovery fee on deposit beverage distributors beginning January 1, 2011, with rates of $0.0025 (2011), $0.005 (2012), and $0.01 (2013 onward) per container.

Requires beverage distributors to charge dealers a $0.05 deposit per container beginning June 1, 2013, with dealers charging consumers the same deposit amount at point of sale (except for on-premises consumption).

Establishes voluntary redemption centers within retail businesses to collect containers, with no retailer required to operate a redemption center.

Directs the Environmental Quality Board and Oklahoma Tax Commission to promulgate rules implementing the program and declares an emergency effective upon passage.
