Amends Section 862.1 of the Oklahoma Statutes to add the Oklahoma Surplus Property Act to the list of exemptions for the Grand River Dam Authority, allowing the Authority to dispose of surplus property while retaining resulting revenue solely for customer and public benefit.

Requires the Grand River Dam Authority to implement surplus property disposal procedures similar to Oklahoma Surplus Property Act requirements and comply with other state laws governing public property and funds.

Authorizes the Grand River Dam Authority to maintain Board-approved records of surplus property and to contract with the Department of Central Services to handle surplus property disposal, with authority to pay administrative fees.

Removes the previous November 1, 2006 effective date limitation for the Grand River Dam Authority's exemption from the Oklahoma Surplus Property Act, making the exemption permanent.

Effective date of November 1, 2010.
