Directs the Oklahoma Corporation Commission to report to the Legislature on activities of an electric transmission system advisor contracted under Enrolled Senate Bill 827 of 2009.

Report shall cover the advisor's progress and activities, the status of Southwest Power Pool plans for additional electric transmission facilities in Oklahoma, and needs for transmitting wind-generated electric power.

Commission may deliver report in writing to the President Pro Tempore of the Senate and Speaker of the House, or present findings in person to legislative committees.

Declares an emergency, making the act effective immediately upon passage and approval.
