Appropriates funds to the Office of the Attorney General for the District Attorneys Council for fiscal year ending June 30, 2010, with amounts to be specified ($0.00 placeholder amounts listed).

Requires the District Attorneys Council to budget all funds across eight specified categories: Prosecutorial Services, General Administration, Child Support Services, Bogus Check Enforcement and Restitution, Federal Grant Programs, Federal Pass-Through Grants, Drug Asset Forfeiture, and Crime Victim Services.

Mandates the agency develop outcome-based performance measures for each budget category.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements for district attorneys and the District Attorneys Council, with amounts subject to Section 3603 of Title 74 of the Oklahoma Statutes.

Effective September 1, 2009.
