Requires each organization licensee conducting horse racing to utilize a Horsemen's Bookkeeper to maintain records of horse owners, trainers, jockeys, and related partnership/syndicate information.

Mandates that Horsemen's Bookkeeper maintain purse funds in separate trust accounts fully insured by FDIC or FSLIC, distinct from organization licensee accounts.

Requires disbursement of purses, stakes, entrance fees, and jockey fees within 48 hours of steward approval (or after protest resolution), with all remaining funds dispersed within 15 days after the race meeting ends.

Allows Horsemen's Bookkeeper to be an employee of one licensee, jointly employed by multiple licensees, or a contracted entity; records subject to Commission inspection and audit at any time.

Makes the Horsemen's Bookkeeper, organization licensees, and managing officers jointly and severally responsible for ensuring proper distribution of pari-mutuel handle amounts according to Oklahoma Horse Racing Act requirements; effective November 1, 2010.
