SB 1915 Summary

• Creates the Oklahoma All Payer All Provider Claims Database Act to compile uniform health care data for consumers, payors, providers, and planners to improve decision-making on health care costs and utilization.

• Requires the Insurance Department to administer the database and receive health care data from state-regulated commercial group insurance plans, employer-sponsored plans, and third-party administrators.

• Authorizes the Department to contract with experienced organizations for data collection and maintenance, and to share data with Oklahoma universities and state agencies for research and policy analysis.

• Establishes rules for data security, confidentiality of patient records, cost-effective collection methods, and prohibits disclosure of data that would identify individuals.

• Requires the Insurance Department to submit annual reports by February 1 to the Governor and Legislature on database activities and progress; effective date is November 1, 2010.
