Requires the State Department of Health to establish a public website registry for persons employed by or contracting with home care agencies to provide home care services

Registry must include the individual's full name, identifying information, registration date, and criminal history records search results from the Oklahoma State Bureau of Investigation

Workers employed before January 1, 2011 must register before that date; workers hired on or after January 1, 2011 must register before accepting employment or contracts

Prohibits home care agencies from hiring, contracting with, or continuing to employ unregistered workers beginning January 1, 2011

Authorizes the State Board of Health to promulgate rules including registration fees and penalties for noncompliance; effective date November 1, 2010
