Sets special license plate fee at $35 total, with $20 or specified amount directed to designated fund, $8 to Tax Commission Reimbursement Fund for administration, and remainder apportioned per statute.

Requires tax commission to develop system allowing motor license agents to accept special license plate applications and renewals, with agents retaining standard registration fees for processing.

Becomes effective November 1, 2010.
