Amends the Administrative Procedures Act to require legislative approval of proposed administrative rules by concurrent resolution, rather than allowing rules to take effect unless disapproved

Proposed rules or amendments that are not specifically approved by the Legislature within 30 legislative days (or before sine die adjournment, whichever is earlier) are deemed disapproved

Removes the Legislature's authority to disapprove rules and replaces it with affirmative approval requirements, shifting the default outcome from automatic approval to automatic rejection

Maintains the Legislature's rights to disapprove rules by joint resolution, retract rulemaking authority, and determine if rules are consistent with legislative intent or necessary for public health, safety, or welfare

Effective date of November 1, 2010
