Establishes the "Rescue Operations In A Disaster Area Act" as the official name for Sections 1209-1213 of Title 21 (crimes and punishments)

Authorizes local police chiefs and county sheriffs to declare disaster areas for up to 48 hours in response to natural disasters, explosions, accidents, fires, and other emergencies

Prohibits unauthorized vehicles from following emergency vehicles or driving to disaster areas; authorized persons may detain and require identification from any person attempting to enter

Establishes misdemeanor penalties of $20-$100 fine or up to 10 days imprisonment for violations, with enhanced penalties under assault statutes (Sections 647 or 649) if violations result in injury to authorized personnel

Recodifies Section 6 of Chapter 275, O.S.L. 2004 as Section 1214.1 of Title 21; takes effect immediately upon passage and approval
