Removes language from 21 O.S. Section 443 that previously applied escape penalties to persons detained in juvenile detention facilities.

Creates new felony offense for juveniles and youthful offenders who escape from secure juvenile facilities, with punishment of 1 to 3 years imprisonment.

Defines escape for juveniles to include absconding from facilities during confinement, during transport, while on authorized passes or work programs, or removing/absconding from electronic monitoring devices.

Establishes 24-hour window for detecting escape if juvenile is on authorized pass or work program and fails to report to facility.

Effective July 1, 2010, with emergency declaration for immediate implementation.
