Amends 69 O.S. 2001, Section 633 to increase the cost threshold for grade-and-drainage projects requiring public bidding from $300,000 to $400,000.

Culvert or bridge construction/reconstruction projects at $150,000 or more continue to require engineering plans prepared by county engineer and public letting for bids.

Allows county commissioners to consult with the Department of Transportation for design, construction, and maintenance advice at no cost to the county.

Permits county boards to authorize county clerk to draw warrants for day labor payrolls when certified by the engineer or person in charge and approved by the board.

Declares an emergency, making the act effective immediately upon passage and approval.
