Creates the "Innovative Funding for Oklahoma Roads Task Force" until December 1, 2011, to study and evaluate innovations, technologies, and new funding methods for road and bridge infrastructure nationally and in other states.

Task force consists of 11 members including the Secretary of Transportation, representatives from counties and municipalities, transportation advocacy groups, road and bridge organizations, Native American construction organizations, and four legislative members (two from each chamber).

Appointments must be finalized by July 1, 2010, with legislative members serving as co-chairs; task force members serve without compensation but receive travel reimbursements according to state law.

Task force must report findings and recommendations to the Governor, President Pro Tempore of the State Senate, and Speaker of the House on or before December 1, 2011, with the Department of Transportation preparing the report.

Emergency clause declared to take effect immediately upon passage and approval.
