Modifies the Oklahoma Higher Learning Access Program to expand eligibility for students adopted from state custody, specifically addressing financial need thresholds for adopted youth.

Students adopted between birth and age 12 from Department of Human Services, licensed child-placing agencies, or federally recognized Indian tribes have a $150,000 annual parental income threshold instead of $100,000.

Students adopted between ages 13-17 from similar custody arrangements have a $200,000 annual parental income threshold instead of $100,000.

Eliminates financial qualification requirements for students adopted between birth and age 12 who were in temporary DHS custody for at least 6 months and in legal guardianship for at least 5 years, if application is made prior to July 1, 2010.

Declares an emergency effective upon passage and approval to implement these eligibility changes immediately.
