SB 1946 Summary

• Creates the Oklahoma Roofing Industry Registration Act requiring roofing contractors to obtain registration from the Construction Industries Board, effective January 1, 2011.

• Establishes a Roofing Industry Registration Committee with five members (three experienced roofers, one lay person, and the Board Chair or designee) to advise the Board on registration, qualifications, and discipline.

• Requires applicants to demonstrate workers' compensation insurance, liability insurance, federal tax ID, and a $500,000 surety bond; sets initial registration fees not to exceed $150 and annual renewal fees at no more than half the initial fee.

• Prohibits unregistered persons from engaging in roofing work with penalties of $500-$1,000 fines and potential misdemeanor charges; exempts property owners making temporary repairs and employees working for their employers.

• Exempts roofers performing work on existing single-family residences, temporary repairs to residences, or roofing for homebuilders constructing or remodeling single-family residences from registration requirements.
