Amends definitions in the Fair Pay for Construction Act by adding language to clarify that "prime contractor," "subcontractor," and "sub-subcontractor" include licensed architects and licensed professional engineers.

Modifies the definition of "owner" to specify state government entities, municipalities, townships, public trusts, or their instrumentalities designated to request construction work.

Retains existing definitions for construction contract, material supplier, proper invoice, retainage, and related terms used in the Fair Pay for Construction Act.

Becomes effective November 1, 2010.
