Restructures the Oklahoma Agriculture Mediation Program from being under the Institute for Issue Management and Alternative Dispute Resolution to operating under a newly created Agriculture Mediation Board as an independent entity

Expands mediation services eligibility to all individuals, businesses, and state/federal agencies engaged in production agriculture or agriculturally/environmentally-related activities

Creates a 20-member Agriculture Mediation Board consisting of a 5-person Executive Committee (representatives from two largest farm organizations, largest commodity group, and legislative appointees) and a 15-member Advisory Committee drawn from USDA agencies, state agricultural entities, farmers, bankers, and other stakeholders

Establishes program funding primarily through USDA grants under the Agriculture Credit Act of 1987 (7 CFR 785), with the Oklahoma Department of Agriculture, Food, and Forestry providing office space and potential contributions

Repeals 70 O.S. 2001, Section 3430, which established the Institute for Issue Management and Alternative Dispute Resolution that previously administered the program
