Amends Oklahoma law to expand what can be included in "convenience fees" charged for electronic or online transactions with state agencies, specifically allowing fees for online motor vehicle registration renewals under Title 47, Section 1115 of Oklahoma Statutes.

Permits convenience fees to cover bank processing fees, financial transaction fees, secure transaction costs, portal fees, increased bandwidth costs, and fees designated by statute to compensate motor license agents for revenue loss from online transactions.

Requires the Oklahoma Tax Commission to provide quarterly reports to the President Pro Tempore of the Senate, Speaker of the House, and Governor beginning September 1, 2010, detailing convenience fees collected for online vehicle registration renewals, organized by county and zip code.

Makes the act effective July 1, 2010, and declares an emergency so the act takes effect immediately upon passage and approval.
