Creates the Aircraft Pilot and Passenger Protection Act requiring permits from the Oklahoma Aeronautics Commission before constructing structures near public-use airports that exceed 150 feet above airport elevation within 3 statute miles, or penetrate horizontal, conical, or approach surfaces.

Prohibits construction of residences, schools, child-care facilities, hospitals, nursing homes, and places of worship within airport primary surfaces or runway protection zones without a permit, declaring such uses incompatible with normal airport operations.

Requires applicants to file FAA Form 7460-1 when applicable and record permits with the county clerk within 30 business days; permits are valid only for 10 years from issuance.

Authorizes permit fees up to $200 per application and establishes penalties of up to $500 per day for violations, with authority for the Commission to seek injunctive relief in court.

Exempts structures that existed or had approved building permits before the effective date of October 1, 2010, and excludes airports owned by municipalities with populations exceeding 500,000.
