Requires the Department of Central Services to remove all data from electronic storage media on surplus IT and telecommunications equipment before sale, donation, storage, or destruction

Allows state agencies to remove electronic storage media from surplus equipment themselves if they have technical expertise, provided the media is destroyed or disposed of according to state procedures

Directs the Department of Central Services to use existing and future funds from surplus equipment sales and appropriations to pay for electronic storage media destruction

Declares an emergency, making the act effective immediately upon passage and approval
