Prohibits caterer licenses for persons whose main purpose is selling alcoholic beverages or low-point beer, and requires annual food sales to exceed 35% of total combined sales for license renewal.

Mandates caterers submit annual sales reports (30 days before expiration) and monthly event reports (by first of each month) detailing revenues and scheduled events; caterers without internet access may submit reports by facsimile.

Authorizes caterers to provide alcoholic beverage sales on unlicensed premises of mixed beverage license applicants for up to 60 days, with written agreement submitted to ABLE Commission and caterer assuming liability for applicant violations.

Requires automatic license suspension for caterers failing to submit monthly reports, and denies renewal if annual food sales do not exceed 35% of total combined sales.

Modifies bar area regulations by requiring new licensees claiming non-alcohol main purpose to prove continued qualification after 90 days or have their main purpose automatically convert to alcohol sales; low-point beer counted separately from food and alcoholic beverages.
