Extends the timeframe for new direct job creation requirements from 12 months to 24 months after application date for establishments applying after July 1, 2011.

Extends the timeframe for achieving 75% out-of-state sales requirement from 12 months to 24 months after application date for establishments applying after July 1, 2011.

Modifies wage computation provisions to reference Oklahoma Employment Security Commission wage and employment data instead of U.S. Department of Commerce data for determining average county wage benchmarks.

Extends the ineligibility deadline from 12 months to 24 months after application date for establishments failing to meet job creation or sales requirements after July 1, 2011.

Becomes effective January 1, 2011.
