Amends 59 O.S. 2001, Section 1311 to clarify procedures when the Insurance Commissioner investigates violations of bail bond laws by a bail bondsman or insurer.

Removes outdated reference to "Section 308a et seq. of Title 75" and consolidates notice procedures under Article II of the Administrative Procedures Act.

Changes gendered pronouns ("he") to gender-neutral language ("the Commissioner") when describing the Insurance Commissioner's authority to suspend licenses.

Deletes the phrase "or regulations" from the statute, clarifying that only violations of state laws relating to bail bonds trigger the Commissioner's authority.

Becomes effective November 1, 2010.
