Amends 11 O.S. Section 36-113 to authorize county boards of commissioners to construct, improve, repair, or maintain municipal streets through agreement with municipalities without population restrictions or sales tax requirements.

Creates new subsection allowing counties with populations exceeding 500,000 persons to construct, improve, repair, or maintain any municipal streets regardless of whether the municipality has passed a sales tax.

Excludes municipal road mileage constructed, improved, repaired, or maintained by counties from state tax revenue apportionment calculations for the county.

Amends 19 O.S. Section 339 to authorize counties to utilize county-owned equipment, labor, and supplies for municipal street work according to agreements under Section 36-113.

Amends 69 O.S. Section 603 to allow county boards to contract for street improvements within municipalities when counties and municipalities have entered into agreements under Section 36-113.
