OK SB2008

Amends 34 O.S. 2001, Section 9 to establish an alternative procedure for submitting ballot titles for legislative measures to the Attorney General for legal review prior to final passage.

Allows the President Pro Tempore of the Senate or Speaker of the House to submit proposed ballot titles to the Attorney General up to 15 business days before final passage and receive certification, bypassing the standard post-passage review process.

Requires the Attorney General to consider comments from legislative leadership when preparing final ballot titles and to state with specificity any defects found in proposed titles.

Maintains existing ballot title requirements including 200-word maximum, eighth-grade reading level, use of common language, and clear "yes/no" vote instructions without partiality.

Becomes effective January 1, 2011.
