Creates the Commercial Contractor Licensing Act, establishing annual licensing requirements for commercial contractors through the Construction Industries Board effective July 1, 2011

Defines "commercial contractor" and "commercial building/structure" (structures over 1,500 square feet intended for commercial use, rental, or public purposes)

Establishes penalties including criminal misdemeanor charges, civil penalties up to $1,000 per violation, and administrative fines for unlicensed contracting; provides building permit authorities must verify licensure

Requires licensed contractors to maintain surety bonds ($1,000,000 minimum), workers' compensation coverage, written contracts for projects over $2,000, and continuing education (10 hours annually)

Exempts certain activities including federal work, owner-builders on properties under 1,500 square feet, licensed specialty contractors (plumbing, electrical, mechanical) operating within their scope, and government employees
