Requires office-based practices to develop comprehensive policies and procedures including emergency protocols, infection control, equipment standards, staff training requirements, patient records, and performance improvement programs.

Establishes specific training, equipment, and personnel requirements for Level II and III procedures, including mandatory certification in advanced resuscitative techniques and presence of qualified practitioners during sedation/anesthesia.

Mandates reporting of anesthetic or surgical complications requiring resuscitation, emergency transfer, or resulting in death to the State Board of Medical Licensure within three business days.
