Department of Central Services shall furnish an Oklahoma state flag to families of United States Armed Forces members (including National Guard and reserves) killed in combat or who died of combat wounds, if the deceased was an Oklahoma resident or their surviving spouse/parents are Oklahoma residents.

Governor's office must alert the Department of Central Services upon death of an Oklahoma Armed Forces member so the department can notify the State Senate and House of Representatives to send condolence letters before mailing the flag to the surviving spouse or parents.

All United States and Oklahoma flags purchased by the state or political subdivisions must be manufactured in the United States.

New law codified in Oklahoma Statutes as Section 63.11a of Title 72.
