Requires registered sex offenders to notify school or child care center administrators of their status and provide monthly updates about specific times they will be in the zone when picking up or dropping off their own enrolled children.

Specifies that exemptions from the zone restrictions apply only to custodial parents or legal guardians enrolling, delivering, or retrieving their own children during school/facility hours or sanctioned extracurricular activities, limited to a reasonable amount of time.

Declares an emergency effective upon passage and approval, making the changes take effect immediately.
