• Amends the Oklahoma Horse Racing Act (3A O.S. 2001, Section 208.2) to allow fair associations to hold one race meeting per year either in their home county or in an adjacent county.

• Maintains existing pari-mutuel wagering distribution percentages: 18% on win/place/show wagers, 21% on two-race/horse wagers, and 21-25% on three-or-more race/horse wagers.

• Preserves profit-sharing formulas between organization licensees and purses for participating horses under existing pari-mutuel arrangements.

• Effective date: November 1, 2010.
