Amends Oklahoma Veterinary Practice Act to add definition of "PAVE Program certificate" issued by the American Association of Veterinary State Boards for foreign veterinary graduates demonstrating equivalent knowledge to U.S. veterinary school graduates.

Recognizes foreign veterinary school graduates who successfully complete the PAVE Program as fulfilling the educational requirement for Oklahoma veterinary licensure.

Allows PAVE applicants to complete Step Four clinical evaluations at Oklahoma State University under specific requirements including English fluency, U.S. legal residency, references, and prior veterinary work experience.

Requires PAVE participants to complete 48 weeks of clinical rotations held to same standards as Oklahoma State University's Doctor of Veterinary Medicine students and pay out-of-state tuition rates.

Effective date: November 1, 2010.
