Renames the "Oklahoma Lottery Commission" to the "Oklahoma Education Lottery Commission" throughout the Oklahoma Education Lottery Act statutes.

Updates references to "act" to "title" and corrects statutory citation from "Section 20" to "Section 719" in definitions of administrative and operating expenses.

Clarifies that all statutory references to the Oklahoma Lottery Commission shall be deemed references to the Oklahoma Education Lottery Commission.

Effective date of July 1, 2010, with emergency clause allowing immediate effect upon passage and approval.
