• Amends the Oklahoma Medicaid Program Reform Act of 2003 to clarify language regarding the premium assistance program for health insurance coverage.

• Directs the Oklahoma Health Care Authority to provide Medicaid coverage to children under 18 years old whose family incomes do not exceed 185% of the federal poverty level.

• Authorizes the Authority to seek federal waivers to expand premium assistance programs to include small employers (up to 250 employees for-profit, up to 500 employees non-profit) and their eligible employees to purchase health insurance.

• Creates the "Health Employee and Economy Improvement Act (HEEIA) Revolving Fund" in the State Treasury to fund premium assistance plans using federal financial participation and appropriated monies.
