Amends Section 1000.25 of the Oklahoma Uniform Building Code Commission law to redirect construction permit fee deposits from the State Treasury directly to the Oklahoma Uniform Building Code Commission Revolving Fund.

Establishes permit fee caps at $5.00 for issuance and $5.00 for renewal, with provisions allowing the Commission to establish or amend fee schedules only during legislative sessions or with specific legislative authorization.

Requires state agencies, municipalities, and political subdivisions to remit collected fees monthly (due by the 20th) with a late fee of 1% daily (capping at 100% of principal) for delinquent payments that the Commission may waive.

Allows collecting entities to retain up to $0.50 per permit issued for their own use while remitting the remainder to the Commission fund and reporting total collections and number of fees imposed.

Declares an emergency effective date for immediate implementation upon passage and approval.
